What is the difference between grace period registration and full BHU certification?

Grace period registration is the process by which landlords declare to the government that they have a subdivided unit. The deadline is February 2027. Full BHU certification confirms the unit meets all technical standards, requires an Authorized Person to oversee the process, and has a separate completion deadline. Completing grace period registration is a prerequisite for full certification.

Can I register even if my unit doesn't yet meet all requirements?

Yes. The purpose of grace period registration is to make a declaration, not to confirm full compliance. Even if modifications are still needed, you should complete the registration before February 2027 to avoid legal consequences.

What factors affect the final fee above the HKD 3,000 starting price?
